The final vote saw three Republican senators—Susan Collins (ME), Thom Tillis (NC), and Rand Paul (KY)—break ranks and vote no. But despite the razor-thin margin, the Senate GOP managed to advance Trump’s most ambitious legislative package to date.
What’s in the Bill?
The Senate version of the bill:
Extends and expands Trump-era tax cuts
Slashes Medicaid, food assistance (SNAP), and housing subsidies
Authorizes $45 billion for ICE detention and $46.5 billion for border wall construction
Boosts military and law enforcement funding
Repeals key Biden-era green energy programs
The bill is expected to add $3.3 trillion to the national debt, according to CBO estimates—a fact Senate Republicans downplayed amid praise from Trump, who called the vote “music to my ears.”
What Got Removed?
To comply with Senate reconciliation rules, the parliamentarian struck several major provisions, including:
A clause shielding officials from contempt-of-court rulings
A measure to deregulate firearm silencers
Environmental review rollbacks for oil and gas projects
A carve-out boosting Medicaid reimbursements for Alaska and Hawaii
These cuts were necessary to keep the bill eligible for passage under reconciliation, which allows a simple majority vote and avoids the 60-vote filibuster threshold.

The bill now returns to the House, where GOP leaders must reconcile differences between the Senate and House versions.
